VOIP quality depends entirely on the underlying IP connection's
quality. In 2003, I replaced my Verizon POTS line with a Vonage
account. My audio quality went up. In 3+ years of daily use, I've
never had problems with it. However, I'm using it on a commercial
dedicated T1 (static IP, low latency, not sharing any bandwidth with
my neighbors, not oversubscribed at the other end). VOIP over
switched Ethernet also works beautifully.
However, I've heard many reports that VOIP over a consumer-quality IP
connection (which includes most "business DSL") is usually pretty
bad, because residential IP service is usually pretty bad.
