I am using VOIP over a consumer (low class business actually) ADSL
connection and a Cable modem connection (both are shared line type)
and both work very well.
The trick was to find a a call termination service (sellvoip.net for
me) that has routes that are very short from my servers. Initially I
used Teliax and Nufone (I still use both as backups actually), and
while they both worked, my routes to them were such that call quality
issues did occur on occasion.
